アメリカも開発費を分担＝出資する方向で交渉していると言ってる。

U.S. President Donald Trump, who has demanded that Japan take on more the cost of hosting American troops,

米軍駐留費の増額を要求しているドナルド・トランプ米大統領はこの新計画に興味を示しているとされる。
当局者は今後、双方の生産部分及び開発費の分担を決定するための交渉を続ける。


あと、英語的に言えばここをandではなくas well asでつないでいるのは生産の分担だけでなく
development costsつまり開発費の分担の交渉も進めているという部分を強調したいことになる
（少なくともこれを書いた人の脳内では）。
だからこれが本当なら結構なニュースだけどフォローアップが無いから記者の脳内補完という線は捨てきれない。
