口座を凍結された場合、まず入出金も振込（する方も受け取る方も）もできなくなります。

楽天銀行は、システムのアルゴリズムで何か異常を検知した場合は、とりあえず口座を凍結します。その後の処理は、楽天銀行側の判断で分かれます。


現在、訴訟になっている複数の事案をみていると、楽天銀行は犯罪との関連性が明確ではない場合でも、とりあえず口座を凍結しているようです。たとえば、「普通はこんなことはしない」（たとえば複数のパソコンから同一IDでログインしている）といったことや「法人自体には問題はないが、代表者個人が不審」（代表者が別人になっている、代表者個人が大量に入出金を繰り返している）といったケースです。
