If the change with effective date 2020-2021 will be accepted, those skaters turning 15 in 2019-2020
can make a deliberate choice if they want to skate Seniors in that season and Juniors the next season
or not. Alternative could be a stepped change per season (1/2)

I.e. increase to 16 in 2019-2020, and to 17 in 2020-2021. But we did not want to over-complicate.
Still this could be amended at Congress. (2/2)
