ソ連がサンフランシスコ平和条約に署名しなかったのは
北方領土の帰属をソ連にするという文言が無かったから

(a) Japan recognizing the independence of Korea, renounces all right, title and claim to Korea,
including the islands of Quelpart, Port Hamilton and Dagelet.
日本国は、朝鮮の独立を承認して、済洲島、巨文島及び欝陵島を含む朝鮮に対するすべての権利、
権原及び請求権を放棄する。

(b) Japan renounces all right, title and claim to Formosa and the Pescadores.
日本国は、台湾及び澎湖諸島に対するすべての権利、権原及び請求権を放棄する。

(c) Japan renounces all right, title and claim to the Kurile Islands, and to that portion of Sakhalin
and the islands adjacent to it over which Japan acquired sovereignty as a consequence of
the Treaty of Portsmouth of 5 September 1905.
日本国は、千島列島並びに日本国が千九百五年九月五日のポーツマス条約の結果として主権を獲得した
樺太の一部及びこれに近接する諸島に対するすべての権利、権原及び請求権を放棄する。

(a)を除くと(b)と（ｃ）は誰に所有権を移すか帰属がはっきりしておらず日本は撤回してもかまわない
