【AFP＝時事】米紙ウォールストリート・ジャーナル（Wall Street Journal）は28日、関係者の話として、ロシア人富豪ロマン・アブラモビッチ（Roman Abramovich）氏とウクライナの交渉代表団が、両国間の停戦交渉を妨害しようとするロシアの強硬派により毒を盛られた疑いがあると報じた。AFPが取材した関係筋も、同紙の報道を事実と認めた。

　関係者がウォールストリート・ジャーナル紙に語ったところによると、ウクライナの首都キエフでの協議後、アブラモビッチ氏と少なくとも2人のウクライナ代表者が、目の充血や痛み、涙目、顔や手の皮膚の剥離などの症状を訴えた。その後回復し、命に別条はないとされている。実行者の正体は不明だが、被害者は停戦交渉を妨害しようとするロシアの強硬派による犯行を主張しているという。

　【ロンドン時事】ウクライナのスビリデンコ第1副首相兼経済相は28日、ロシアの軍事侵攻でこれまでに被ったウクライナの経済損失が約5650億ドル（約70兆円）に上るとの試算をフェイスブックに投稿した。

　その上で、国内で凍結したロシア資産の接収などにより、一部を穴埋めする意向を示した。

ロシアとウクライナの停戦交渉が２９日、トルコのイスタンブールで対面形式で行われる。ウクライナへの侵略開始から１カ月過ぎたが、ウラジーミル・プーチン大統領率いるロシア軍は首都キエフを制圧できず、祖国を守ろうとするウクライナ軍の反撃で周辺地域を奪還されている。迷走・失敗を隠すためか、ロシア軍は狙いを東部ドンバス地方に変更した。停戦交渉では、民間人の命を守るため、双方の譲歩が注目される。ただ、朝鮮半島のような「分割」となれば、結果的に「力による現状変更」を許し、「台湾有事」「尖閣有事」を誘発することになりかねない。国際社会はロシアへの制裁強化の徹底が不可欠だ。

超アンフェアな戦力状況にウクライナの叫びが米に届いたと言うことだろう。バイデン大統領は、第3次世界大戦になるのフレーズを米国内の説得に使ったが、
バイデン大統領の癖で、繰り返し繰り返し短期間に言い過ぎた感も、ウォール街からはある。もしくは、米メディアがその言葉に飛び付き過ぎたとも分析できる。
従って、ウクライナ側の冷静で客観的な軍事経済的なバランス論、アンフェア論が、きちんとメディアに載ってこなかった可能性もウォール側は観る。
戦車の長距離砲は記事のように、産軍官の経験値の高いウォール街から観て、防御には必要だから、実現の運びとなるとウォール街も観る。

Decades-old documents from the Federal Reserve Bank in New York show that
the U.S. Treasury melted down Nazi gold, believed to belong to Holocaust victims, and handed the valuable bars over to various European banks.
According to those documents and other archival material obtained by the New York Times
the federal government turned buttons, smoking pipes, plates, coins and teeth into gold bars in 1952
for the Tripartite Commission for the Restitution of Monetary Gold.

A spokesman for the Federal Reserve says
the documents are not available and may have bene given to the Times by Elan Steinberg, the executive director of the World Jewish Congress.
He is in England for a meeting of Nazi gold hunters. Other attendees are trying, reportedly unsuccessfully, to trace the gold from concentration camps.

when American troops swept through Europe, they discovered warehouses of gold the Nazis stole from the Jews and their other victims.
The declassified documents indicate that

Britain’s central bank, the Bank of England,
helped to sell looted Nazi gold from occupied Czechoslovakia months before the outbreak of World War II, experts have claimed.
The bank’s archives, published digitally earlier this week for the first time, reveal that
gold worth ￡5.6 million (an estimated US$ 1.1 billion in today’s value) was transferred just days after
German troops occupied Czechoslovakia in the spring of 1939.

...The archives reveal that
in March 1939 the Bank of International Settlements (BIS) asked
the Bank of England to move gold, with a then-value of ￡5.6m, from a Czech National Bank account to a Reichsbank account that they also held.
Some ￡4m of the gold then went to banks in Belgium and Holland, with the rest sold in London.
The Bank of England then sold another tranche of looted gold for the Nazi regime in June 1939.

Albrecht Ritschl, professor of economic history at the London School of Economics, told CNN that
the Bank of England "in cold blood, and pretending not to know what these accounts were and where the gold was coming from, agreed to the transfer."
Ritschl said: "From the Czech point of view this was very clearly a breach of trust."
David Blaazer, a historian at the University of New South Wales and author of a study on the Bank of England and Czech gold, told CNN:
"There is absolutely no doubt that the Bank knew which numbered BIS account belonged to which central bank."

for fear he might expose undercover anti-Communist efforts in West Germany,
US documents released on Tuesday show.

...Eichmann was not the only prominent war criminal to benefit from the CIA's inaction.
In 1983, Washington admitted that
US Army intelligence officers helped the Gestapo chief Klaus Barbie, the "Butcher of Lyons", flee to Bolivia and escape prosecution by France after the war.
A government report at the time admitted that
the officers "interfered with the lawful and proper administration of justice"
by protecting him after he had been recruited as an anti-Communist spy.

Germany's attitude at the time was also criticized.
University of Virginia historian Timothy Naftali, the director of the Richard Nixon Presidential Library and Museum, said at
a news conference in Washington:
"Newly released CIA materials suggest that in the highest levels of the [West German] government,
there was concern about what Eichmann could say if caught about those close to the Chancellor [Konrad Adenauer]."

　根拠の疑わしい主張を信じ込み、拡散する陰謀論集団「Qアノン」。ウクライナ危機でも、ロシア側のプロパガンダを広げている。彼らが信奉する謎の投稿者「Q」については、いまだにその正体が明らかになっていない。

　その中で、米国のジャーナリストや研究者らから長くQではないかと疑われている人物がいる。ロン・ワトキンス氏。34歳のアジア系米国人だ。

　朝日新聞は昨年10月に米ラスベガス、今年1月に米アリゾナ州でワトキンス氏にインタビューした。また、ワトキンス氏を知る複数の関係者の証言を得て、本人が「Q」かどうかを見極める取材を進めた。

　ワトキンス氏は米国生まれで、幼い頃からコンピューターに親しんでいた。父親のジム氏（58）は元軍人で、米国内で引っ越しをくり返していたという。西部ワシントン州の高校を卒業後、中国で「10年近く」過ごしたといい、中国語が堪能だ。その後、一時的にフィリピンに居住。また、昨秋ごろまでに5年ほど、札幌に暮らしていた。

　ワトキンス氏はジム氏とともに、日本の匿名掲示板「2ちゃんねる」の管理・運営に携わっていた。さらに2014年からは、英語圏の似たような掲示板である「8chan（ちゃん）」（後に「8kun=くん」と改称）の管理を担った。

　8ちゃんや8くんは、謎の人物「Q」の投稿先だった。ワトキンス氏は管理人の権限を使い、「このQは本物のQだ」と認めたほか、Qアノンが大きな社会問題となる中でも、投稿を禁じることなく掲示板の維持に奔走した。

EU＝ヨーロッパ連合のトップがウクライナを訪問し、ウクライナのEUへの加盟手続きを加速させることを約束しました。

フォンデアライエン欧州委員長：「ウクライナは、ヨーロッパの家族の一員です。あなたの要望は、はっきりと聞いていました。
今日、初めての前向きな回答を持ってきました」

フォンデアライエン欧州委員長は8日、首都キーウでゼレンスキー大統領と会談し、ウクライナのEU加盟に向けて
質問事項が書かれた書類を手渡した。

そのうえで、通常なら数年かかる手続きを数週間で完了させたい意向を明らかにしました。

これに対し、ゼレンスキー大統領は、1週間で質問に回答するとし、感謝を伝えた。
