ひとまず自分のWindows11 25H2の環境で
バッファローの下記URLのアダプタを使った場合

Microsoft UpdateカタログのRealtek Bluetoothドライバの
タイトル「Realtek Semiconductor Corp. - Bluetooth - 18.4032.2411.1919」を
ドライバの更新で入れてみたら普通に動作してる
