手元にあるFortran2003の言語仕様(draft)の257頁から抜粋すると

"A procedure shall have an explicit interface if it is referenced and
The procedure has a dummy argument that has the ALLOCATABLE attribute"

となっている。"explicit interface"が必須だからinterface文を書けばいいと思う。
それと、紛らわしいのでFortran2003ならファイルの拡張子も変えたら？
