北海道出身。葬儀は近親者で済ませた。喪主は長女齊藤美詠子（さいとう・みえこ）さん。後日お別れの会を開く。日時は未定。

　1961年北大院修了、国鉄入社。87年に国鉄分割・民営化で発足したJR東日本の常務に就任した。93年社長、2000年会長、相談役を経て11年顧問。

　旧国鉄時代は、JR東海、JR西日本の社長をそれぞれ務めた葛西敬之氏、井手正敬氏とともに「改革3人組」と呼ばれた。
民営化後は、主要駅を中核とする再開発や流通業の展開、IC乗車券「Suica（スイカ）」導入に先鞭（せんべん）をつけた。
また、株式上場後も政府に保有株売却を迫り、完全民営化を推し進めた。

　道路関係4公団民営化推進委員会に委員として関わった。日本野球連盟会長として社会人野球の発展にも貢献した。

新型コロナウイルスによる死者数を300人以下に抑制した韓国政府の対応は、世界から称賛されている。
だが、各国がそれを模範として導入できるかと言えば、それはまた別の問題だろう。

このシステムは、もともと韓国の「スマートシティ」構想のために開発されたもの。
地方自治体が人口や交通量といった情報を共有する目的で作られた。

携帯電話の位置情報やクレジットカードの利用履歴、そして監視カメラ映像を使い、
1時間以内に感染の疑いのある人を追跡することができる

「梨泰院のクラブを訪れた人々のクレジットカード履歴すべてにアクセスした。クラブの客はすべて
感染の疑いがあるため、特定の人々のカード履歴を調査した。さらにわれわれはGPS位置情報を申請し、
特定の時間帯に当該地域に1時間以上滞在した人全員のリストを入手した」

韓国では5年前に導入された法律により、裁判所の令状なしで
幅広い個人情報を入手する権限が当局に認められている

「患者がどこに住んでいるのか、どこに行ったのか、何にお金を使ったのかを人々に知らせるのは
プライバシーの侵害だが、当局だけが知っている分にはいいと思う」

「プライバシーを守ることも大切だが、韓国でも国際社会でもいまはプライバシーの問題は
わきに置いておくべきだ。人の命は個人のプライバシーよりも大切だからだ。
確かにプライバシーは大事だが、感染症予防はもっと大事だ」

韓国で新型コロナにより死亡した人の数は267人。他国に比べて大きな成果を挙げたと言えよう。
だがその代償として個人情報を丸裸にするシステムを各国が導入できたかと言えば、それはまた別の問題だろう。

アメリカのポンペイオ国務長官は、国内で続く人種差別に抗議するデモを、
中国共産党が人権と自由を抑圧する自国の強権的な体制を正当化するため
悪用していると非難する声明を発表しました。

中国では、香港でも天安門でも平和的な抗議デモを認めず、デモを伝える報道や表現の自由もない一方で、
アメリカでは認められているとして両国の体制が大きく異なると指摘しています。

そして「基本的な人権と自由を拒む中国共産党の行動をアメリカ政府の行動と同一視して宣伝するのは
詐欺行為として見なされるべきだ」と激しく非難しています。

韓国の元慰安婦の支援団体がソウル市内で運営する施設の責任者が、自宅で死亡しているのが見つかりました。
団体は寄付金の使いみちが不透明だなどと指摘され、この施設などが先月、検察の捜索を受けていて、
警察は自殺した可能性があるとみて調べています。

中央通信などによると、台湾南部・高雄市で韓国瑜（ハングオユー）市長の解職が決まった６日夜、

飛び降り自殺とみられている。

　韓氏は台湾の主要政治家の中で最も「親中的」と言われており、
リコールが成立したことで、中台関係にも影響を与えそうだ。
