124で120で以下の様に規定されていることを他国に提供することを規制してる
The furnishing of assistance (including training) to foreign persons, whether in the United States or abroad in the design, development, engineering, manufacture, production, assembly, testing, repair, maintenance, modification, operation, demilitarization, destruction, processing, or use of defense articles;を規制してこれを許可することはTechnical Assistance Agreement（技術支援契約）と言う
トレーニングと言うのは討議なども含まれるので、つまりこの契約を結ばない限り人事異動は不可能、仮に異動させても全く無関係な職種にしかつけない
そしてアメリカはF-35に関して他国とTAAを結んだことはない
