で、火薬を使用する米海軍のtype pカタパルトの操作としては下記のような資料がある

The cartridge case used was the 5-inch, Mk.III. The primer was Mk.XIV Mod.1.
The ignition charge of three hundred gram of black powder was contained in a silk bag, made up in doughnut form and placed around the primer at the bottom of the case.
The smokeless powder charge was placed on top of the ignition charge.

カタパルト用の火薬として
①ignition charge 300グラムの黒色火薬
②装薬としてsmokeless powder charge

2種類のcharge、つまり黒色火薬と無煙火薬が使われる

フリードマンが上記①として砲塔カタパルト用の黒色火薬chargeと表現していることは、何も間違ってない
