...Then again, western powers are pretty hopeless at fighting proxy wars via resistance groups.
Think of Ronald Reagan’s disastrous Contra war in Nicaragua in the 1980s. Think of the Cuban Bay of Pigs, or
how Iraq’s Shias and Kurds were urged to revolt in 1991 by George HW Bush and subsequently betrayed. Saddam Hussein slaughtered them by the thousand.
Western politicians, prating about principle then as now, utterly failed them.

Resistance groups can be hard to control. They travel unexpected paths.
The most notorious example is Afghanistan, where some US-armed mujahideen groups fighting the post-1979 Soviet occupation went on
to create the Taliban, who turned on their creators like Mary Shelley’s monster.
Perhaps Johnson, unlike the former Texas congressman Charlie Wilson, who was behind the US covert mission, knows what he’s doing.
Or is he, in familiar style, already making promises to Ukrainians he cannot and will not keep?

　米中央情報局（CIA）のバーンズ長官は8日、下院情報特別委員会の公聴会に出席した。ウクライナに侵攻したロシアのプーチン大統領は「ウクライナを制圧し、支配すると決意している」と証言し、今後数週間、戦闘は激しさを増すとの見方を示した。

　元職業外交官のバーンズ氏は2005～08年に駐ロシア大使を務め、ウクライナを巡って緊張が高まっていた21年11月にプーチン氏と水面下で会談したと報じられた。

　バーンズ氏は公聴会で、ロシア側にいくつも誤算があったと分析していることを明かした。侵攻するにあたり「プーチン氏はウクライナが弱く、近代化したロシア軍が決定的勝利をすぐつかめると考えていた」と指摘。「当初は（首都）キエフを2日以内に制圧する想定だったが、約2週間たってもキエフを包囲できずにいる。作戦の大部分は効果的ではなかった」と説明した。

　さらに「プーチン氏は（4月に）大統領選を控えたフランスや首相が交代したばかりのドイツがしっかり対応できず、（対露）制裁はロシアが耐えられる程度に収まると想定していた。しかし、彼は全ての点で間違っていた」と語った。

空自三沢基地への着陸体勢に入る大型無人偵察機RQ4グローバルホーク＝12日午前6時23分

　防衛省が航空自衛隊三沢基地に配備を計画していた米国製の大型無人偵察機RQ4無人偵察機グローバルホークの1機目が12日朝、同基地に到着した。同機の自衛隊への配備は初となる。三沢基地には3機を配備する計画で今後順次、2、3機目が到着する。日本周辺で警戒監視活動を行う。

　1機目は整備などを経て約1カ月後に飛行を始める。空自は昨年3月、「臨時偵察航空隊」（70人規模）を発足させ、装備品の受け入れや運用試験などを進めてきた。2022年度に130人規模の偵察航空隊（仮称）を編成、運用開始を目指す。

　三沢に配備される3機のグローバルホークは「ブロック30型」と呼ばれるタイプ。機体を開発した米ノースロップ・グラマン社は昨年4月に空自向けの1機目、同6月に2機目が初飛行したと発表していた。

　海上自衛隊鹿屋航空基地（鹿屋市）への米空軍無人偵察機ＭＱ９の一時展開計画は、１４日に詳細な現地調査が始まる。米無人機が配備された在日米軍基地では、当初の一時との触れ込みは守られず、定期的に配備されており、周辺自治体は“常駐化”を懸念。トラブルや事故後の対応にも頭を悩ませる。情報公開や改善策を申し入れるものの、運用は米軍任せになっている。

6月にロシア経済が破綻するということになれば、プーチン大統領の失脚もあり得るのか?

木村太郎氏:
それはまた別のシナリオがあるんですけど、プーチンはもしかしたら可能性として、クーデターでどこかに連れて行かれてしまうかもしれない。そういう可能性っていうのも考えておいた方がいいということを言ってる。これは可能性として高いかどうかは別にして、そういうオプションもあるんじゃないかと思うんですね。

...The Ukrainian collaborator Yaroslav Stetsko didn't have an aptitude for astrophysics;
what he did have was a knack for organizing the butchers of Jews.
On June 30, 1941, as Germany invaded Ukraine, Stetsko welcomed the Nazis, proclaiming the creation of a Ukrainian state which would
"work closely with the National-Socialist Greater Germany under the leadership of Adolf Hitler."
As this was happening, members of Stetsko's Organization of Ukrainian Nationalists (OUN) were slaughtering thousands of Jews across Ukraine.

At the end of the war, Stetsko -- who had eagerly written about the need to adopt Germany's genocide methods to exterminate Ukraine's Jews --
decamped for America, where he spent decades running the OUN from the US while traveling in the highest circles of Washington, DC.
Both Ronald Reagan and George H.W. Bush celebrated Stetsko as a staunch anti-communist freedom fighter. He died in 1986.

...It's far from the only time the West actively protected its assets.
In 1992, The New York Times reported about Nazi-hunter John Loftus, who detailed
the sickening campaign of ethnic cleansing of up to 100,000 Polish villagers organized by mass murderer Mykola Lebed.
Lebed, another Ukrainian nationalist who spent decades supplying the CIA with intelligence on the USSR, was protected.
Indeed, a US National Archives report based on declassified CIA files showed
the agency actively sheltered Lebed, tracking his media coverage and working to have federal investigators ignore his case.

Quite a bit, it turns out.

During the Cold War and the Soviet occupation of Afghanistan, there was a big internal debate within the U.S. intelligence and policy community about
the prudence of giving advanced FIM-92 Stinger surface-to-air missiles to anti-Soviet forces.

Obviously, the moment that Soviet helicopters and military aircraft started falling from the sky, and
the Stinger was found to be the tool the mujahideen had used,
there would be no way to deny U.S. involvement in the conflict.
The U.S. government decided it was worth it, and in 1985 the Stingers were introduced in the country to great effect.
