In 1939, for example, Italy constructed only 135,000 tons shipping against a theoretical capacity of 300,000 tons. The country produced 2.3 million tons of steel compared to 10 million for Great Britain and 23 million for Germany. Italy was largely or entirely deficient in coal, oil, copper, tin, nickel, manganese, tungsten, chromium, molybdenum, phosphates, potash, and rubber. Other factors that affected Italy's industrial capacity were inefficient work practices and corruption in the delivery of contracts although the navy, under the Cavagnari's harsh rule, was less affected that the other services.
