アメリカの北朝鮮研究をしている38ノースの表明によれば以下だよ

"The higher apogee and longer flight time suggest that today’s test involved a Hwasong-14
similar to the one fired on 28 July, but with a second stage powered by four small engines
derived from the Soviet R-27 missile, instead of just two.”

火星14型と同様でR-27の派生でしかなく、小型補助エンジンの数が違うだけとハッキリ書いている。
