The provisions of the present Chapter apply to the following substances :
本章の規定は、以下の物質に適用される。
Galenical preparations (extract and tincture) of Indian hemp ;
印度大麻(Indian hemp)の生薬（抽出およびチンキ）;

Indian Hemp. -
"Indian hemp" means the dried flowering or fruiting tops of the pistillate plant Cannabis sativa L.
from which the resin has not been extracted, under whatever name they may be designated in commerce,
印度大麻とは -
「印度大麻（Indian hemp）」は、商業的に指定されている名称で、樹脂が抽出されていない、
雌花カンナビス・サティバL（Cannabis sativa L.）の乾燥した開花または成熟した上端を意味します。

万国阿片条約で麻薬指定をし規制しているのはCannabis sativa L.なのだ

日本も参加し、この条約に批准している。
日本が麻薬であるCannabis sativa L.を規制することは条約の上での義務だ。


それと
当時医療用途として使われていた印度大麻草は、インディカとサティバ Lの両方が使われていた。

俺の憶測だが
第二阿片会議条約に沿った国内法、1930年(旧)麻薬取締規則でインディカ種の印度大麻草を麻薬指定しているから
向精神作用が高いインディカ種の方を、阿片条約で麻薬指定された印度大麻と勘違いしたんだと思う。

まさかサティバＬの方が麻薬指定だなんて思わなかったんだろうね。
