調べてみたけど
Windowsupdateに必要なサービスを自動起動するように設定してるみたいよ

SC config wuauserv start= auto
・Windows Update サービスを自動起動

SC config bits start= auto
・BITSを自動起動

SC config cryptsvc start= auto
・cryptsvc（ネットワークサービス？）を自動起動

SC config trustedinstaller start= auto
・Windows Modules Installerを自動起動
