4.0のそのパネルは以下の四つに Attribute がカテゴライズされて表示されている

Declared Attributes
Layout
Common Attributes
All Attributes

Declared Attributes には XML に追加済みの項目しか表示されない
TextView で android:text が追加されていない場合には、Common Attributes に text があった
Common Attributes の text に文字列を設定すると、Declared Attributes の方にも text が出現する
